Monitoring & Audits Unit
The Monitoring & Audits Unit (MAU) functions within the Administration Branch of the Governor's Office of Homeland Security and comprises of a team of professionals from diverse backgrounds committed to preventing terrorist attacks, reducing California's vulnerability to terrorism, minimizing the damage an attack could produce, and facilitating a comprehensive recovery should an attack occur. As such, the MAU is responsible for ensuring federal funds disseminated throughout California are properly accounted for and align with the State's overall strategy and the National Preparedness Goal.
The Units mission is to conduct a full spectrum of administrative, programmatic, and fiscal monitoring reviews. Specific unit activities include conducting desk, on-site monitoring, and single audit reviews. The unit also performs audit reviews of all OHS subgrantees. The monitoring review process is a comprehensive assessment of the subgrantee's ability to meet grant award provisions, program guidelines, federal regulations, and state regulations. Because the MAU is committed to ensuring compliance and assisting the subgrantee's on-going development, the unit routinely provides technical assistance by identifying and sharing best practices with subgrantees that will help them achieve their mission and maintain compliance.
By providing continued and annual reviews of grant-funded activities, OHS will be able to obtain a comprehensive picture of how capabilities are increasing at the local level thus enhancing the States ability to plan, prepare, and respond to all hazards threats.
The MAU goals for 2008 include:
- Fostering greater collaboration with internal and external customers;
- Providing MAU training throughout the state;
- Developing a records management system;
- Developing MAU Standards Handbook;
- Fostering individual staff career development plans;
- Continuous improvement of processes and documentations; and
- Evaluating current outcome measures for efficiency and effectiveness.
